The HASD&IC Annual Meeting is a unique opportunity to engage with colleagues, community partners, governmental leaders, and special guests for a day of connecting, networking, and learning. This year as we prepare for significant cuts to Medicaid and other vital health programs, we also give voice to our dedicated health care professionals and the communities whose trust we have earned. This is the time and place to lean on each other and share our experiences, to learn and be inspired, and look ahead in the ever-evolving health care landscape.

Learning Outcome Statement: Upon completing this program, 80% of participants who complete the program evaluation will attest to their intention to identify opportunities for improved collaboration and communication among hospitals, counties, and managed care plans to address regional behavioral health needs within 60 days.

To obtain credit and a certificate of completion, learners must complete a program evaluation.

1. Analyze the current state of behavioral health services and key challenges within San Diego and Imperial Counties, including the lack of acute care beds and gaps in resource allocation.
2. Identify opportunities for improved collaboration and communication among hospitals, counties, and managed care plans to address regional behavioral health needs.
3. Evaluate the impact of relevant state policies and initiatives, such as the IMD waiver under BH Connect, BHSA, and Proposition 1, on the delivery of behavioral health services.
4. Discuss the distinct roles and responsibilities of different stakeholders—including county behavioral health departments, hospitals, and advocacy groups—in the behavioral health ecosystem.
5. Develop strategies for effective advocacy with state agencies, such as the Department of Health Care Services (DHCS), to secure timely guidance and resources for behavioral health programs.
